This is a Fletcher 2100 Mat Cutter. It lives under the light table in the Casting and Moldmaking area. To assemble it, use the thumb screws to attach the two support arms.
VCarve and OMAX are both platform-specific software with their own set of idiosyncrasies and payment packages. Fusion360 is ostensibly free and can design for most of the machines in the space - but there is a lack of in-depth training available. Why not see if an adept member can volunteer some time for a class?
