Years through 2025 are measured actuals, 2026 is measured but incomplete (year-to-date for some KPIs, a rolling 12-month window for others, so it will not line up with a completed year), and later years are goals from the strategic plan, not forecasts or recorded data. Cells are flagged individually because a single year can hold a measured value for one KPI and a goal for another. An “n/a” means neither an actual nor a goal exists for that year.
